The Open Book Initiative (TOBI) is an exciting new program sponsored by the J. A. and Kathryn Albertson Foundation specifically targeted to reading skill improvement in grades K-8 in Idaho.  Designed to create an educational change, the initiative’s aim is to develop a statewide culture of reading, one that acknowledges the importance of literacy in society and allows for student choice in education, occupation, and citizenry.  By engaging schools, families, and communities in this effort thanks to an accompanying public relations campaign, TOBI will unify and provide integration to reading improvement efforts across the state. 
The Open Book Initiative will be characterized by professional development for school staff in an attempt to change the traditional beliefs, methodology, and materials of reading instruction.  “Reading Fellows”, teachers or other educators who have received special reading and technological instruction, will support teachers in the implementation of TOBI and will provide ongoing training, coaching, and technical assistance.  The broad range of grades covered by TOBI reflects the reality that reading instruction does not end with elementary school, and places a primary focus on the middle school years.  The Open Book Initiative is scheduled to start in 15 pilot schools in southeast Idaho beginning in winter 2003, and will be available to all schools throughout Idaho within four to six years.
